This is a notice of the Governments intent to solicit and negotiate
with only source. The source selected is Frank and Audrey Peterman;
Earthwise Productions, Inc.; 2001 NW 112th Avenue; Plantation Acres, FL
33323. SEE Note 22. The following is a brief description of the work:
The Stakeholder Involvement Strategy will provide the general framework
for outreach to and participation of individuals and communities that
are likely to be affected by development and redevelopment of
brownfields in the Eastward HO! corrideor. The contractor wil work with
EPA/OPPE and its contractors/subcontractors, grantees, and
cooperatives; the Florida Departments of Community Affairs (FDCA) and
the Environmental Protection (FDEP); and the South Florida Regional
Planning Council (SFRPC) on a series of activities leading to a
preliminary workplan for the Strategy. The contractor will also consult
with sociocultural staff expers currently assigned to the Governor's
Commission for a Sustainable South Florida, the Eastward HO!
Brownfields Partnership, and selected communities within the corridor
to deveop, refine, test and improve the Strategy. The following tasks
are included; 1) Develop a Visual Template of the Historic Natural
Landscape; 2) Develop Overy(s) to depict the Demographics of the Human
Communities; 3) Work with EPA, its cooperatives and state and local
partners to develop and convene a stakeholder workshop in the fall or
winter of 1997; 4) Prepare information Package or Brochure for the
Brownfields Partnership; 5) Prepare Preliminary Strategy; 6) Assist in
Selecting Appropriate sites for Future Meetings of the Brownfields
Partnership; 7) Conduct Outreach, provide information, and promote
participation; 8) Prepare a final framework for Stakeholder
Involvement; 9) Serve as Liason with the Environmental Justice
Community and Interests; 10) Provide Ongoing Assistance and Advice to
the Partnership. MANDATORY CRITERIA: The selected vendor must work in
the Southeast Florida are, in the area comprised of Dade, Broward, and
Palm Beach Counties. The vendor must work directly with the African
American community in the area. The vendor must also have a track
record of working on environmental topics within the African American
community. Any vendor that believe their can satisfy the criteria
should submit a capability statement proving the fact. Statements
should include any and all documents the firm feel necessary to support
