U.S. Postal Service is seeking highly qualified contractors to support
special event and promotional support services for a Stamp Services
long- term marketing initiative "Celebrate the Century" (CTC). The CTC
program will peak consumer interest, active participation and consumer
involvement through the 3-year program cycle. The vendor will provide
implementation, program production, design, logistics and execution of
USPS stamp events to include, but not limited to: Site Selection --
conduct site surveys, locate off-premise venues, interview/ contract
vendors, attend on-site inspection of stamp event site and attend
meetings or other events to promote the stamp, as necessary; consult
with USPS personnel regarding the specifics of the event including
venue, participants, personnel, staging, equipment, and time frame;
seek out appropriate partners for the program to gain exposure before,
during, and after actual event; conceptualize events; develop costs
per event; develop equipment/supplies requirements; assist USPS with
any amenities program; work with/coordinate design of decor; help
determine special event invita- tions; coordinate all on and
off-premise meals, schedule meal periods, develop list of recommended
restaurants; contract hotels, meet with hotel personnel/define hotel
responsibilities, coordinate arrivals & departures of guests and staff;
secure celebrities and personalities and/or entertain- ment to
participate in the event, script and manage the event; oversee on-site
set-up and operation; meet with ground transportation
companies/determine routing, set up staff schedules, review on-site
responsibilities with each staff member/USPS and vendor, develop
timeline for pre-site and on-site operations; security and on-site
supervision; negotiate on-site visibility, including the number of
banners and signs to be placed & their location; develop a contingency
plan for each event. Events must be arranged to support each stamp
subject -- 15 per decade with ten decades represented in the entire
program. A total not more than 150 regional -- 10 national -- 5 special
and 4 international events. Budget parameters for each event will be
determined by the USPS. A MANDATORY PRE-PROPOSAL CONFERENCE WILL BE
HELD AT THE PURCHASING AND MATERIALS SERVICE CENTER, 2 HUDSON PL., 6TH
