Logistics Agency (DLA) Headquarters Complex (HQC), Fort Belvoir, VA,
intends to issue a solicitation to subsidize an on-site Child
Development Center (CDC), for use by its federally employed personnel.
The HQC CDC shall be operated in accordance with the most current
issuance of DoD, DA, AF, USDA, and HQC directives and instructions.
Regulatory requirements include references cited in DODI 6060.2 and
related DA, AF, and DLA guidance. AR 608-10, Child Development
Services, provides detailed operational requirements. All requirements
shall be met by the Contractor. The contractor shall be responsible
for all day-to-day operations associated with the HQC CDC. The CDC
shall open, fully staffed, and ready for business between the hours of
6:00 AM and 6:00 PM, Monday through Friday (except Federal Holidays).
The facility will accommodate 258 children, six weeks to, and
including, ten years of age. The primary target for care will be in
four categories: infant, toddler,preschool, and kindergarten. If the
center is not filled with preschool children, children up to the age of
ten may be accommodated. The HQC CDC and its programs, under the
direction of the Contractor, must pass an initial DoD certification
inspection; annual DoD recertification inspections; and ongoing and
recurring announced and unannounced Installation, HQC, and DA/AF
inspections. Additionally, the Contractor shall begin the National
Association for the Education of young Children (NAEYC) accreditation
process for HQC CDC within six months of contract award, and will
achieve accreditation of the HQC CDC within one year of beginning the
process. The Contractor shall maintain accreditation through the
renewal process of the National Academy of Early Childhood programs.
The contractor shall have prior experience in the operation of a Child
Development facility of equal or nearly comparable size. Offerors
shall be prepared to perform the required effort for the listed task
areas within CONUS for any resulting contract from this action for a
period of one (1) base year and four (4) one-year option years, not
exceeding a total of sixty (60) months. No telephone
