set-aside for small business concerns and is being solicited in
accordance with the Simplified Acquisition Procedures as defined in FAR
Part 13 and DFARS Part 13. The objective of the CMEP program is to
provide electrical power for on-aircraft maintenance operations,
specifically electrical system checks where ground power cannot be made
available. Existing technology allows for multiple solutions to this
problem. The successful offeror will be required to provide one of the
following two solutions. The focus of the first solution is to develop
a "kitable" 20kva or greater, 60/400hz, 115/230vac, 28vdc, 1/3 phase
power unit conversion suitable for installation on the High Mobility
Multi- Wheeled Vehicle (HMMWV) Heavy Variant (HHV). The focus of the
second solution is to develop a 3- phase compact generator that will
produce the above electrical power (excluding the 24vdc HMMWV system
requirement) in a lightweight, man-portable package. Award of a
purchase order for this program will be made to the offeror(s) whose
proposal is determined to offer the best value to the Government,
considering technical, price, and other factors. The Government
reserves the right to award only one purchase order, to make multiple
awards, or to not make an award as a result of this solicitation. This
decision will be dependent upon (1) multiple acceptable approaches
satisfying the goals of the Statement of Work, and (2) sufficiency of
funds. The Government also reserves the right not to award multiple
purchase orders which utilize the same technical solution. It is
anticipated that fixed price purchase order(s) with a period of
performance of twelve (12) months will be awarded no later than 31
December 1997. Funding for this requirement is included in the
financial plan for FY 98. However, funds are not presently available
for this acquisition. No award will be made until appropriated funds
are made available from which payment for contract purposes can be
made. It is estimated that approximately 1,850 manhours plus an
attendant amount of material cost will be required to conduct the
