Officer, SMDC-CM-CN, (205)955-1187 The U.S. Army Space and Missile
Defense Command (USASMDC) has a requirement for operation and
maintenance, as well as development, implementation and integration of
technology enhancements to its Command Information Management System
(CIMS). The CIMS is the total enterprise network of Automated
Information Systems (AIS) supporting the USASMDC. The major components
of the current CIMS architecture include, but are not limited to: 1)
the unclassified USASMDC enterprise network; 2) the CIMS Oracle
database management system used for managing costs, schedules, budgets,
personnel, etc.; 3) the USASMDC classified network(s); 4) the
CIMS-Library systems; 5) the Special Purpose Automated systems to
include Internet and Intranet Web Sites; 6) the command standard IBM
compatible personal computers (PC) supporting office automation
applications and providing users access to the networks to include a
limited number of special use Apple Macintosh computers with an
Ethernet interface; and 7) the CIMS Help Desk providing day-to-day
assistance to all CIMS users of all AIS equipment and services provided
by the CIMS. The contractor is required to provide: 1) computer
operations, hardware, and software maintenance for the existing CIMS;
2) acquire and integrate new hardware, software; 3) upgrade software
applications for the existing CIMS; and 4) develop new software
applications for existing and new hardware and software components, to
include the new Defense Message System. The contractor must have
professional experience in the operations, applications of software
development, and maintenance of commercial off the shelf products to
include: Novel Netware, Windows NT Server, Open-VMS, UNIX and UNIX
derivatives; TCP/IP, Apple Talk, Microsoft Mail, Microsoft Exchange,
Oracle Designer 2000, Oracle Developer 2000, INTERSOLV PVCS Version
Manager, INTERSOLV PVCS Tracker, Oracle SQL *NET Client Software,
Oracle Discover 2000, HTML editors, JAVA, ActiveX server controls and
search engine, Adobe Acrobat, Microsoft Visual C++, Microsoft Visual
Basic, the EZ-Imaging Scanner Library by ISIS, Microsoft DOS, Windows
3.x, Windows 95, Windows 97, Windows NT Workstation, the electronic
Formflow system, Microsoft Office Professional, etc. The period of
performance of this effort is potentially seven years. This includes a
three year basic effort with two contract options, providing a two
year period of performance for each option. The acquisition is not open
to Allied Participation. The official copy of this solicitation will be
provided electronically on the Internet at "www.smdc.army.mil". The
solicitation can be located under "Business Opportunities" from the
USASMDC Home Page. To view this solicitation, a user should have the
Windows 95(tm)(i.e. Word, Excel, and Powerpoint) the Adobe(tm) Acrobat
(tm) version 3.0 or Adobe (tm) Reader, and WinZip (tm) version 3.1.
The solicitation is configured for Netscape Navigator (tm) Version 3
with Microsoft Office (tm) plug-in viewers. The schedule of events for
responding to this solicitation include:1) A letter of intent to
propose shall be provided to the address above within ten (10) days
from the issue date of this RFP so a date and time for the presentation
of the oral part of the proposal can be scheduled; 2) The written Past
Performance volume of the offeror's proposal shall be provided to the
address above within thirty (30) days from the issue date of this RFP;
3) The Executive Summary, General, Resumes, and Cost volumes of the
proposal shall be submitted to the address above within forty five (45)
days from the issue date of this RFP. Presentations of the oral part of
the proposals will begin within five (5) days from due date for receipt
of proposals. All responsible sources may submit a proposal which shall
be considered by the U.S. Army Space and Missile Defense Command. No
telephone inquires will be accepted. The RFP is expected to be
available on or about 10 Nov 97. This acquisition is a small business
set-aside. The SIC Code is 7379. This acquisition is not open to
