C-Architectural and Engineering Services in support of Brooks AFB (San
Antonio -- Bexar County) Texas for the period 01 Feb 98 through 31 Jan
99 with two (2) priced option years. The 70th Air Base Group Civil
Engineering Directorate (70 ABG/CE) is seeking qualified firms to
provide Architect-Engineer (A&E) Services under firm-fixed price
Indefinite Delivery Indefinite Quantity (IDIQ) contracts. A maximum of
three (3) contracts will be awarded under this synopsis. The selected
firm is guaranteed a minimum award amount of $5000/yr. The total
amount awarded per year will not exceed $166,000. At a minimum the
following disciplines will be required of the firms receiving awards:
Architect and Electrical/Civil/Mechanical/Structural/Environmental
Engineering. These disciplines may by provided by the prime contractor
or his approved consultants. The successful contractors will be
required to provide Title I, Title II and Other A&E Services including
site investigations, geo-topo surveys, asbestos/lead based paint/toxic
waste evaluation, and energy efficiency in facilities design. Selection
of successful firms will be through an order of preference based on
demonstrated competence and qualifications necessary for the
satisfactory performance of the type of professional services required.
The evaluation criteria in descending order of importance is as
follows: 1) Professional qualifications necessary for satisfactory
performance of the required services; 2) Recent specialized experience
and technical competence in the type of work required, including,
where appropriate, experience in energy conservation, pollution, waste
reduction, and the use of recovered materials; 3) Capacity of the firm
to accomplish the work in the required time; 4) Past performance on
contracts with the DOD, other Government agencies and private industry
in terms of cost control, quality of work, and compliance with
performance schedules; 5) Proximity to Brooks AFB TX and knowledge of
the locality; 6) Demonstrated success in prescribing the use of
recovered materials and achieving waste reduction and energy efficiency
in facility design; and 7) Volume of work previously awarded to the
firm by the DOD with the objective of effecting an equitable
dispensation of A&E contracts among qualified firms. The selected firms
will be required to have Intergraph and Microstation or Auto Cad
Computer Aided Design and Drafting (CADD) capability. All drawing files
produced must be submitted to 70 ABG/CE in DGN format. Firms that meet
the requirements described in this announcement are invited to submit
a letter of interest and completed SF 254's/255's representing the
team (includes all consultants). Responses must be received by 4:00 PM
CST 30 calendar days from the date of this publication (first workday
following a weekend or Federal Holiday) to be considered for
