veronica.keane@fema.gov. The National Emergency Training Center (NETC),
U.S. Fire Administration (USFA) has a requirement to collect and
analyze data to determine numbers and causes of fire fighter
fatalities. This information is to be documented in a report used by
the fire service for decision making in the areas of health and safety,
training, and tactical considerations. The report shall include the
analysis performed, conclusions, and recommendations. The contractor
shall solicit reports from the media, fire service organizations, USFA
and any other sources of fire fighter on duty deaths in the United
States for calendar year 1997. Based on criteria in the Statement of
Work, the contractor shall determine the eligibility of deaths for
inclusion in the National Fallen Fire Fighter Memorial Service. For
each reported death, the contractor shall prepare the appropriate
National Fire Incident Reporting System (NFIRS) reports using NFIRS
application software to encode the reports. The period of performance
for this requirementshall be from date of award through September 30,
1998. The contractor shall be required to submit a detailed work plan
indicating how it intends to perform the services required in the
Statement of Work. A labor hour type purchase order using Simplified
Acquisition Procedures (actions estimated under $100K) is anticipated.
Award will be made on a " best value" basis. The Request for Quotation
will be available on or about October 14, 1997. Quotations will be due
on or about October 28, 1997. All requests for the Request for
Quotation package must be sumbitted in writing or may be faxed to (301)
447-1092. The anticipated award date is November 5, 1997. This
requirement is 100% set aside for small business. See Note 1. The SIC
code for this requirement is 7389 and the size standard is $5.0 million
