A. Armstrong (970) 490-7216 The Western Area Power Administration of
the Department of Energy has a requirement for nonpersonal serlvices to
provide all the labor, materials, equipment, and other resources
necessary to remove approxiately 2300 marked trees that are within 25
feet or could fall within 10 feet of the conductor on a 230-kV
transmission line located in Routt and Grand Counties, Colorado on the
Hayden-Gore Pass. The work consists of: 1) felling of marked trees
below and adjacent to appromxiately 14 miles of the Hayden-Gore pass
230-kV transmission line; and 2) limbing, bucking, and scattering of
felled trees. All contractor personnel, including the superintendnet of
the project, operating chain saws will be required to attend a Western
provided chain saw and tree felling course. The transmission line will
be de-energized during contractor performance. The Service Contract Act
applies to this requirement and the appropriate Wage Determination will
be incorporated into the solicitation. The solicitation will be issued
o/a October 31, 1997 with proposals due o/a December 15, 1997. This is
a Commercial Services Request for Proposal (RFP) and will be handled in
accordance with FAR Part 12 and 15. This requirement is unrestricted,
and all responsible sources may submit a request in writing for the
solicitation which will be considered by the Agency. All requests shall
