(FISC), San Diego, CA. (FISC SD) intends to award a contract to Carl
Zeiss, Oberkochen, Germany, on an other than full and open basis, for
commercial depot level refurbishment of KS-153A Camera Sets, Still
Picture, Part Number 593630-0000.000, associated camera components, and
the LM-236A Test Program Sets (TPS's). Incorporation and completion of
this engineering change will refurbish and repair the camera systems
to a standard configuration, replace obsolete parts and procure
corresponding integrated logistics support (ILS)/ data. Data required
with the refurbished camera include "I" level technical
manual/engineering source data, level II drawings, and provisioning
data for the KS-153A camera as well as level II drawings, source data
and provisioning data for the LM-236 TPS. The above refurbishment will
be accomplished over a base and four option year period. The award
will be made on an other than full and open basis because only Carl
Zeiss can correctlyrefurbish and test the KS-153A camera set and
software modifications because as the designer and sole producer, CZO
owns all proprietary data associated with the camera and is the only
contractor possessing the manufacturing capability, technical skills,
and large scale precision photogrammetry equipment required. The
KS-153A camera is the only camera that has: (a) the ability to obtain
high resolution images of a target at a fast speed, low to high
altitude, and, most importantly, the ability to obtain these images of
a target from a stand-off location, ensuring greater safety for flight
crews; (b) Includes an auto-focus feature which assures high resolution
images for each mission with altitude and distance from the target as
variables; (c) Includes a rugged ability to withstand deployment aboard
an aircraft carrier, and take the "G" forces associated with an
arrested landing; and (d) Is compatible with the F-14 Tactical Airborne
Reconnaissance Pod System (TARPS) and can be controlled from the F-14
cockpit. Responses to this intent to solicit, other than Carl Zeiss
