issue a Request for Offer (RFO) for the fabrication of one (1) Liquid
Oxygen (LOX) Heat Exchanger System and one (1) Liquid Hydrogen (LH2)
Heat Exchanger System to be used in NASA's X-33 Densification
Experiment. The LOX heat exchanger system shall provide subcooled LOX
at specified tube side outlet conditions. The shellside of the LOX heat
exchanger system will operate with a subcooled LN2 boiling bath. The
bath will be maintained at a low subatmospheric pressure to provide a
colder thermal heat sink for the LOX flowing through the tubes. The LH2
heat exchanger system shall provide subcooled LH2 at specified tube
side outlet conditions. The shellside of the LH2 heat exchanger system
will operate with a subcooled LH2 boiling bath. The bath will be
maintained at a low subatmospheric pressure to provide a colder thermal
heat sink for the LH2 flowing through the tubes. Documentation and
Installation Support shall be required for both systems. The Government
does not intend to acquire a commercial item using FAR Part 12. See
Note 26. The SIC Code and Size Standard are 3561 and 500 employees,
respectively. The DPAS Rating for this procurement is DO-C9. The
provisions and clauses in the RFO and model contract are those in
effect through FAC 97-46. All qualified responsible sources may submit
an offer which shall be considered by the agency. The anticipated
release date of the RFO is on or about 10/27/97 with an anticipated
offer due date of on or about 11/28/97. An ombudsman has been appointed
