70 -- INFORMATION REGARDING COTS SOFTWARE SOLUTIONS 17. The Financial Information Resources System (FIRST) Program is an effort to move legacy budget systems into a modernized system architecture to provide Air Force financial activities with an integrated information system. FIRST will serve as the basis for a corporate AF Planning, Programming, and Budgeting System (PPBS) environment. The legacy systems that FIRST will replace are the Command Budget Automated System (CBAS), the Micro Computer Based Budget Automated System (MicroBAS), and the Automated Budget Interactive Data Environment System (ABIDES). The Air Force's FIRST initiative is interested in determining the utility of COTS applications to satisfy the customer requirements. An understanding of the AF PPBS and the processes involved is essential to facilitate the determination of the utility of any existing COTS financial packages. There may be COTS available that will handle significant pieces of the PPBS processes and the FIRST program office is seeking information regarding those potential solutios to the program requirements.
