http://www.drms.dla.mil. The Defense Reutilization and Marketing
Service (DRMS), is planning to offer current and future generations of
surplus medical, dental and veterinary equipment and supplies on a
term sale basis. Those assets surviving the reutilization, transfer,
and donation (RTD) process will immediatly become available for
Contractor removal. The contract, to be awarded on a "profit sharing"
basis, will provide exllusive access to this material for a base period
of one (1) year with the option of two -- one year extentions. Property
locations include multiple Department of Defense (DoD) Installations
thoughout the continental United States. This initiative supports the
Government's most recent focus on partnering with industry. With this
in mind, DRMS is exploring innovative techniques with it's intent to
provide exclusive rights and "profit share" with private industry.
Ideally, the Government's Contractor(s) will refurbish and / or
increase the value of the material as well as demonstrate creative
marketing techniques. In view of this concept, the Government
anticipates that this business arrangement provides benefit to all
shareholders through more effective marketing, higher profits and an
increase in net sales proceeds to the U. S. Treasury. Under the
resultant contract, The Contractor(s) will remove the property within
stated timeframes. The Contractor(s) will provide all services and
supplies necessary to support the transportation, accountability,
storage, refurbishment and marketing of medical, dental and veterinary
equipment. The Contractor is required to optain any and all necessary
permits, licenses, etc., to be in compliance with all applicable
local, state, federal, and foreign laws and regulations which pertain
to transport, export, and / or Federal Drug Administration (FDA)or
comparable certification. This sale will be conducted using a "Two --
Step" formal process consisting of two (2) distinct steps: [1]
solicitation, submission, and evaluation of technical proposals to
determine acceptability; and [2] issuance of a formal Invitation for
Bids (IFB) only to those firms who have submitted acceptable technical
proposals under Step 1. Accordingly, you are invited to request a copy
of step one, Request for Technical Proposal (RFTP) # 99-8001. The
