Leithead, 703/306-1242 The National Science Foundation (NSF) intends to
compete the following editorial requirement among its four BPA holders
and all other interested firms. This is a combined
synopsis/solicitation as supplemented by the work statement
incorporated into this notice. The requirement is solicited in
accordance with FAR Part 13 Simplified Acquisition Procedures and an
award will be made based on a best value determination. The requirement
is set-aside for small businesses under SIC code 2721 (size standard
500 employees). NSF, through its Division of Science Resources Studies
(SRS), requires editing and table and chart formatting support
services for the publication Women, Minorities, and Persons with
Disabilities in Science and Engineering: 1998. The work requirements
for this document are as follows. Editorial support: (1)The Contractor
shall provide copy editing, proofreading, and a statistical review for
approximately 250 double-spaced pages of text. The statistical review
shall consist primarily of a review of the accuracy of statements based
on tables and graphs. (2) The Contractor shall copyedit and proofread
approximately 30 text tables and 140 appendix tables (of which 120 are
comprised of one page and 20 are comprised of 5 pages or less) for
accuracy (add all subtotals and totals), consistency, spelling, style,
and layout. (3) The Contractor shall copyedit and proofread
approximately 55 charts for accuracy, consistency, spelling, style, and
layout. (4) The Contractor shall input all changes resulting from
editing of text, tables, and charts. Text will be provided to the
Contractor in either Microsoft Word 97 or Word 7.0. The tables and
charts will be provided to the Contractor in either Excel 97 or Excel
7.0 PC. The Contractor shall provide edited tables and charts in either
Excel 97 or Excel 7.0. Guidelines for editing include previous version
of this publication, NSB 96-311, Women, Minorities, and Persons with
Disabilities in Science and Engineering: 1997, and the U.S. Government
Printing Office Style Manual, supplemented by The New York Public
Library Writer's Guide to Style and Usage, and any additional
exceptions provided by the author(s); the SRS Publications Manager, or
other designated representative. The publication, NSB 96-311, is

Contractor shall format approximately 140 tables, to conform to
standards set forth in the previous edition of this publication and any
additional requirements supplied by the COTR or author(s). Of this
number approximately 10-12 tables will consist of 2 pages, 4-7 will
consist of 3 pages, 2-5 will consist of 4 or 5 pages, and all remaining
will consist of one page. The tables will be provided to the Contractor
in either Excel 97 or Excel 7.0 PC. The Contractor shall provide
formatted tables in either Excel 97 or Excel 7.0 for the PC. Examples
of both text and appendix tables may be found in the previous edition
of this publication, NSF 96-311. This publication can be accessed
through the SRS web site at the address listed in the previous section.
(2) The Contractor shall format approximately 55 charts to conform to
standards set forth in the previous edition of this publication and any
additional requirements supplied by the COTR or author(s). The charts
will be provided to the Contractor in either Excel 97 or Excel 7.0. The
Contractor shall provide formatted tables in either Excel 97 or Excel
7.0 for the PC. Examples of charts may be found in the previous edition
of this publication, NSF 96-311. This publication can be accessed
through the SRS web site at the address listed in the previous section.
(3) The Contractor shall also create separate lists of appendix tables
and figures. The Contractor needs the ability to transfer text, table,
and chart files electronically with the author(s). As previously
mentioned, all files and any file transfers must be in or take place in
a PC format. No Macintosh software or converter software will be
accepted, nor should Macintosh computers be used for file transfers.
Communication: The Contractor will meet with the team of the author(s),
COTR, and any other designated representatives to plan scheduling,
editing, and formatting following the award. The Contractor will
provide weekly progress updates to the author(s) and maintain an open
line of communication with the author(s) and/or designated
representatives. The Contractor will need to be available to meet with
the author(s) and/or designated representative as needed either in
person, by telephone, or email for the duration of the contract. The
form of meeting (in person, telephone, email) will be determined by the
author(s). Offerors should assume that at least one in person meeting
at NSF will be required. Due to the nature of this publication,
frequent communication is necessary and required. Timetable: The
Contractor shall complete all editing and formatting within 9 weeks
from the award date. Deliverables: The Contractor shall provide draft
copies of edited text, tables, and charts and formatted tables and
charts to the team of author(s), COTR, and/or other designated
representatives as necessary, to be determined in the initial meeting
of the Contractor and the team following the award. The Contractor
shall provide 3 final hard copies of all text, tables, and charts and
final electronic copies of the same in the formats specified above to
the team comprised of the author(s), COTR, and/or other designated
representatives. The Contractor shall arrange the date for final
delivery with the team three weeks prior to the end of the contract.
NSF anticipates an award date of November 17, 1997. Interested firms
should submit a quote in response to the work statement described
above, including a technical description of how the work will be
accomplished by November 12, 1997. WRITTEN RESPONSES SHOULD INCLUDE
PRICES AND TECHNICAL DATA SUFFICIENT TO DETERMINE TECHNICAL COMPETENCE.
