National Highway Traffic Safety Administration (NHTSA) intends to
negotiate with Dynamics Research Corporation (DRC), the incumbent, for
continuation of technical and administrative services in support of
the National Advanced Driving Simulator (NADS) program. The current
contract, due to expire 31 May 1998, has provided NHTSA with support in
the areas of: program and acquisition logistics management during both
Design Competition and Systems Development phases of this contract,
technical and risk assessment analyses, systems engineering to include
simulator and motion system designs, computer architecture and
software engineering, configuration management, and systems
integration. Requirements during the proposed extension period include:
cost and schedule analysis; independent critical path analysis; risk
management; configuration management; risk assessment of real-time
performance, simulator sickness, motion cue fidelity, and COTS
software; and safety and man-rating analysis. Any party receiving award
of this modification must have been intimately involved with the
management of the NADS project since its inception and must acknowledge
its responsibility for protecting sensitive and proprietary information
gained during performance, as well as recognize that it will be
prohibited from competing on any procurement arising as a result of the
NADS contract for a period of two years from the date of its
completion. Documentation is required to show that objectivity has not
been impaired as a result of previous experience, or because of any
related past, present, or planned interest, financial or otherwise, in
organizations regulated by DOT, or in organizations whose interests
may be substantially affected by the NADS acquisition. Expressions of
interest without sufficient detail to permit evaluation of capability
or organizational conflict of interest will not be considered. Oral
expressions of interest will not be considered. This notice of intent
is not a request for competitive proposals, nor is a solicitation
document available. A determination by the Government not to compete
this proposed contract action based upon responses to this notice is
solely within the discretion of the Government. In the absence of
responses from interested firms demonstrating their capability, lack of
conflict of interest and acknowledgment of responsibility and
restraints on future contracted activities, NHTSA intends to negotiate
with DRC on a noncompetitive basis for the work described. Responses
must be received by the listed procuring office within 15 calendar days
