The Bureau of Indian Affairs, Division of Contracting and Grants,
solicits facilities improvement and repair (FI&R) services for Project
No. 91H06, Sherman Indian High School -- Code Compliance, Riverside,
CA, consisting of improvement and repairs to meet handicap and fire
code requirements, building in this project are dormitories 1, 6, 7, &
8, work includes -- installation of: automatic sprinklers, fire alarms
in apartments, smoke detectors, stress cone kits, 600 AMP disconnect,
1 hour rated doors at boiler and storage rooms. Replacement of: half
light door and glass transoms in corridor and hot water flues.
Relocate: panels in bathrooms and laundry rooms for code compliance,
upgrade fire alarm systems to shut down return and exhaust fans to draw
air into corridor from rooms; work includes general life safety
upgrading and facility improvements. Award of any contract resulting
from this solicitation shall be subject to Section 7(b) of P.L. 93-638
(25 U.S.C. 450(e) and 41 CFR 14.1354 which requires that preference in
subcontracting be given to Indian/Alaska Native economic enterprises,
and preference in employment and training be given to Indian/Alaska
Native individuals. Consistent with these authorities, potential
bidders shall advertise and solicit subcontracting opportunities from
Indian/Alaska Native firms for suppliers and services. Section 7(b)
plan requirements will be specified in the bid document. Bidders shall
request names of potential subcontractors and suppliers from the
Tribes on or near whose reservation(s) the work under the contract
shall be performed. The potential awardee shall be required to submit
its plan to implement Section 7(b) when requested by the Contracting
Officer. Failure by the bidder to submit its plan when required and
implement same after award shall be sufficient reason for non-award of
a contract or terminate of contract award for default. The procurement
is subject to the Small Business Competitiveness Demonstration Program,
P.L. 100-636. The construction price range for Serial No.,
BIA-0150-97-3 is between $500,000 and $1 Million. Bid documents will be
available on November 11, 1997 at a cost of $100.00 per set,
