This CBD notice replaces the May 1, 1997 version decribing the local guard requirement for Doha, Qatar: The U.S Embassy Doha requires the operation and management of local guard services in order to prevent unauthorized access, protect life, maintain order, deter criminal acts against employees and dependents and to protect against damage to property and terrorist acts against US access. The contractor shall furnish managerial, administrative and direct labor personnel to accomplish all work as required under this contract. The estimated number of hours is 57,972 guard hours per annum. These requirements may change depending upon available funds and changing needs in forthcoming periods. Solicitation is for a one year base period with four one-year options, and issuance of the RFP is anticipated by the end of November 1997. All requests for the solicitation must be in writing. Telephone requests will not be honored. US firms may compete, but current information indicates that such firms must have a local sponsor in order to secure licenses, insurance, permits, and other necessary items to perform a local guard contract in Qatar. All responsible offerors may submit a proposal which shall be considered. The RFP will be issued on the internet at http://www.statebuy.Inter.net/home.htm; it will not be issued by other methods, except upon special request, and it will only be sent by regular mail from Doha. Since internet access will be available immediately upon issuance of the RFP, the Government will not extend the proposal due date as a result of late receipt of a paper RFP by a prospective offeror. Disks will not be sent. Due to budget constraints, express mail service will not be used by the Government for issuance of the basic solicitation or any subsequent amendments or questions and answers.
