B -- NON-LETHAL WEAPONS HUMAN EFFECTS ANALYSIS AND SUPPORT POC Robin Richards, (703) 784-5822 The Marine Corps Systems Command intends to award a contract to The Pennsylvania State University to provide non-lethal weapons human effects analysis and support, including organization and establishment of a Human Effects Advisory Panel (HEAP) that will serve as a independent technical advisor to the Joint Non-Lethal Weapons Program. The University will be tasked various efforts such as composing a recommended quantitative definition of non-lethal', to be used as a guidance metric in operational requirements documents; provide an independent assessment and recommendation on a methodology to generate and verify anti-personnel non-lethal weapon human effects curves; and evaluate current Service methodology for generating and validating data that establishes probability of injury from blunt impact devices and projectiles. This notice of intent is not a request for proposals. Written responses shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement.
