The Naval Air Systems Command (NAVAIRSYSCOM) intends to procure approximately 22 Engine Monitoring Units (EMU) for the AV-8B aircraft for the United States Marine Corps. NAVAIRSYSCOM intends to procure these items thru a Letter of Agreement with the United Kingdom Ministry of Defence who will negotiate with GEC Marconi Avionics, the sole manufacturer of the EMU and the only firm with the prerequisite knowledge and expertise to perform the effort. see note No. 22.
