The Federal Emergency Management Agency (FEMA) seeks a contractor with the capabilities required to maintain the Map Service Center and move the Map Service Center from paper-based distribution towards electronic distribution of map products. This includes, but is not limited to, the processing of camera-ready materials and related documents for printing, receiving printed map products from Government printers, scanning map products, storing map products on paper or electronically, distribution of map products on paper, electronically on CD, and electronically via the internet. Additionally, FEMA requires the upgrading/design of an inventory management system which will facilitate all aspects of the Map Service Center operations. This procurement is synopsized on the basis of a small business set-aside (See Numbered Note 1). The applicable SIC code is 7379. The contract type will be Indefinite Quantity / Indefinite Delivery with Task Orders to be issued on a Cost-Plus-Fixed-Fee basis. The period of performance of the contract is anticipated to last from the effective date of award through the following five (5) years. The Government intends to award a contract using the best value competitive proposal process. In addition, the Government will use the procedures established in the final rule for the FAR Part 15 rewrite. Respondents to the Request for Information (EMW-97-RI-0001) will be forwarded copies of the Request for Proposal and these firms need not request a copy of the Request for Proposal in writing.
