Offerors shall respond with two hard copies of their proposals. Telecopier proposals, renewals, or modifications, or telecopier withdrawals of proposals, renewals, or modifications are not permitted and will be disregarded if received. This solicitation shall not solicit, nor will there be any acquisition of products which are not U.S. Made End Products, Designated Country End Products, Caribbean Basin Country End Products, Canadian End Products, or Mexican End Products in accordance with FAR 25.402(c) and General Services Administration Acquisition Regulation (GSAR) 525.402(a). GSA has determined that this procurement is subject to the participation goals in Section 3021 of the Energy Policy Act of 1992. All products which process date/time data must be compliant with Year 2000 (Y2K) warranty requirements. Products which are not commercial items in accordance with FAR 2.101 are excluded from the solicitation. Offerors are advised that this solicitation is a "standing" solicitation which will remain in effect until replaced by an updated solicitation. There is no closing date for receipt of offers under this solicitation; therefore, offers may be submitted for consideration at any time. Contracts awarded under this standing solicitation for the FSC Group 70 Information Technology Schedule will have variable contract periods; i.e., the schedule period will be continuous, with contracts in effect for five years (exclusive of any options) from the date of award. The Government will award contracts for identical brand name items when offers are determined to be fair and reasonable to the Government. The solicitation incorporates the new commercial acquisition policies, provisions, and clauses in FAR Part 12, Acquisition of Commercial Items, and the final rule, published as GSAR Change 76, regarding acquisitions under the Multiple Award Schedules Program.
