14 -- BLOCK IV TOMAHAWK ALL-UP-ROUND (AUR) MISSILES LRIP/LRP POC Vernette Elliott, Contract Specialist, Telephone (301) 757-5944 The Naval Air Systems Command intends to enter into a contract with Hughes Missile Systems Company (HMSC), P.O. Box 11337, Tucson, AZ 85706 for Low Rate Initial Production (LRIP) of up to 113 Block IV-1 Tomahawk Cruise Missiles All-Up-Round (AUR) Remanufactured missiles. An option year for up to 128 Full Rate Production (FRP) Block IV-Tomahawk Cruise Missiles (AUR) Remanufactured missiles is also planned. This contract will also contain provisions for up to 15 Block III Remanufactured Tomahawk missiles for FY99 and up to 32 Block III Remanufactured Tomahawk missiles for FY00. This contractual effort will include some Government Furnished Material (GFM), Depot Maintenance, Operational Flight Software (OFS), Support Equipment, and Recertification. The contract will also provide for related supplies and services such as technical and administrative data and documentation, systems and design engineering, program management, warranties, missile software support, product verification testing, materials and services for Test-Analyze-And-Fix (TAAF) for selected components, and a Rotable Pool for depot spares and repair parts. In addition any Depot Maintenance required by FMS customer United Kingdom (UK) will be provided under this contract. This will be a sole source firm fixed price requirement . On September 15, 1994 the Navy awarded contracts N00019-94-C-0257 and N00019-94-C-0258 to HMSC following a winner-take-all limited competition for production of Block III TOMAHAWK AUR missiles and the Engineering and Manufacturing Development (EMD) of the Block IV TOMAHAWK AUR, respectively. HMSC completed a successful Critical Design Review in July 1997 however, the Block IV development effort is not yet complete and the Government does not have in its possession a technical data package suitable for competition.. HMSC is the only known firm possessing the required technical knowledge, data, experience, and requisite infrastructure that would not require significant capital investment in order to produce the Block IV in LRIP and LRP.
