Administration has a requirement for engine overhaul/repair in support
of FAA-owned or supported aircraft based at various locations. The
Standard Industrial Classification (SIC code) is 7699. The contract
type will be an Indefinite Delivery/Requirements type with
time-and-material and firm-fixed-cost per operating (flight) hour price
(Power-by-the-Hour) provisions. Current applicable engine types are
TFE731-5R-1H (Garrett) and PT6A-21, PT6A-60A, and PT6A-135 (Pratt &
Whitney). The Government will reserve the right to add and/or delete
engine types, depending on the FAA's fleet status, over the course of
the contract period. Estimated total quantity of engines is 62.
Contractors shall utilize a Quality Control System which conforms to
Federal Aviation Regulation Part 145. Contractor will be required to
have the capability to perform Compressor Zone Inspection (CZI), Major
Periodic Inspection (MPI) Engine Inspection and Testing of each
TFE731-5R-1H engine inclusive at one location. A single contract award
will be made to one company for all specified engine types. Interested
companies may team/subcontract with other companies, if necessary, in
order to obtain the capability to perform the needed services on "all"
engine types applicable to this requirement. Concerns having the
ability to furnish the above services are requested to provide written
notification to the acquisition office listed in this notice.
Responses must provide: (1) information explaining the capability of
your company to manage pricing on a firm-fixed-cost per operating
flight hour price (power-by-the-hour), (2) information on how your
company intends to provide all required repair services, i.e. teaming,
subcontracting, etc.; and (3) the name and telephone number of a point
of contact. Any information received as a result of this announcement
will not be provided to other contractors. Responses to this notice are
requested not later than December 5, 1997. Submit responses to the
