(202) 874-5034 This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in FAR Subparts 12.6 and
13.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; quotes are
being requested and a written solicitation will not be issued. This
procurement is being conducted under the Simplified Acquisition
Procedures set forth in FAR Subpart 13.6, Test Program for Certain
Commercial Items. This notice is being issued as Request for Quotation
(RFQ) Number CC-97-Q-0028 and incorporates provisions and clauses in
effect through Federal Acquisition Circular 97-02, as if stated in full
text. This acquisition is set aside 100% for small businesses under SIC
code 5043 and has a small business size standard of 100 employees. The
scope of work will be for the delivery of thirty seven (37) multimedia
projectors. The machines shall have the following characteristics: nine
(9) of the projectors must have a minimum brightness/light output or
1000 ANSI lumens. The remaining twenty-eight (28) projectors must be a
minimum brightness/light output of 650 ANSI lumens and weigh less than
20 pounds. All of the projectors must be capable of projecting NTSC
video images in Composite, S-Video, RGB analog format and IBM
compatible desktop and laptop computers with standard VGA graphic
cards. In addition all of the projectors must have a minimum resolution
of 800x600 pixels (SVGA); built in speakers; S-Video/Video, Audio, and
RGB input terminals; audio and RGB output terminals; and remote
control. The Government intends to make a single award of a firm fixed
priced order to the responsible offerors whose quote provides the best
value to the Government. However, the Government reserves the right to
make two (2) separate awards based on the specified minimum ANSI
lumens (i.e., 1000 and 650). The Contractor is required to deliver the
projectors, FOB destination, no later than December 31, 1997. The
specific delivery locations for the projectors areas follows: eight (8)
of the 1000 ANSI lumen (minimum) projectors shall be delivered to
Comptroller of the Currency, Headquarters Office, 250 E Street, SW, (MS
2-7), Washington, DC, 20219, Attn: Don Titzman; one (1) of the 1000
ANSI lumen (minimum) projectors and eight (8) of the 650 ANSI lumen
(minimum) projectors shall be delivered to Comptroller of the Currency,
Northeastern District, 1114 Avenue of the Americas, Suite 3900, New
York, NY, 10036, Attn: Nick Mazanis; eight (8) of the 650 lumen
(minimum) projectors shall be delivered to Comptroller of the Currency,
Western District, 50 Fremont Street, Suite 3900, San Fransico, CA
94105, Attn: Teri Simmons; and twelve (12) of the 650 ANSI lumen
(minimum) projectors shall be delivered to Comptroller of the Currency,
Southeastern District, Marquis One Tower, Suite 600, 245 Peachtree
Center Ave., NE, Atlanta, GA 30303, Attn: Glenna Shaw. The FAR
provision at 52.212-1, Instructions to Offerors -- Commercial, applies
to this acquisition. The FAR provisions at 52.212-2, Evaluation --
Commercial Items is also applicable and includes the following addenda:
Paragraph (a) is hereby modified to identify the following evaluation
factors: 1) conformance with technical specifications; 2) the offeror's
proposed delivery schedule; and 3) the offeror's proposed one (1) year
commercial warranty. In determining which proposal offers the greatest
value or advantage to the Government, overall technical merit will be
slightly more important than price or cost to the Government. The
machine's technical specifications, proposed delivery schedule and one
year commercial warranty will be of equal importance. Between
substantially equal proposals, the proposed price or cost will become
the determining factor in selection for award. Between proposals with
different technical ratings, a determination will be made as to whether
the additional technical merit or benefits reflected by a higher priced
proposal warrants payment of the additional price or cost. FAR
52.212-4, Contract Terms and Conditions -- Commercial Items, applies to
this acquisition and includes the following addenda: Paragraph (a) is
hereby modified to identify the constructive acceptance period of seven
(7) calendar days after delivery. FAR clause 52.212-5, Contract Terms
and Conditions Required To Implement Statutes Or Executive Orders --
Commercial Items, applies to this acquisition and the following clauses
cited in the clause are applicable to this acquisition; 52.203-6,
Restrictions on Subcontractor Sales to the Government (Alternate I);
52.203-10, Price of Fee Adjustment for Illegal or Improper Activity;
52.219-8, Utilization of Small Business Concerns and Small
Disadvantaged Business Concerns; 52.219-14, Limitation on
Subcontracting; 52.222-26, Equal Opportunity; 52.222-35, Affirmative

Offerors are encouraged to submit a quote using the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items, found at Internet

However, quotes may be submitted on letterhead stationary and, at a
minimum, must provide: (1) the RFQ number; (2) the name, address, point
of contact and telephone number of the offeror; (3) terms of any
express warranty; (4) a statement confirming that delivery of all
projectors will be made on or before December 31, 1997; (5) price and
discount terms; (6) "remit to" address, if different from mailing
address; (7) a statement specifying the extent of agreement with all
terms, conditions, and provisions included in the RFQ; (8) a completed
copy of the provision at FAR 52.212-3, Offeror Representations and
Certifications -- Commercial Items. (The Representations and
Certifications required by FAR 52.212-3 may be obtained via the

literature and description to allow the Government to evaluate
conformance with the technical specification. Offers that fail to
furnish required representations or information, or reject the terms
and conditions of this RFQ, may be excluded from consideration. Quote
