Pamela D. White, pam.white@msfc.nasa.gov. NASA/MSFC plans to issue an
amendment to NASA Contract NAS8-97279 for feedline insulation and
brackets. The vendor shall provide feedline piping insulation and
feedline support brackets. Insulation shall be provided for all
subassemblies of Drawing 96M30135, which includes Drawings 96M30136,
96M30137, 96M30138, 96M30139, 96M30140, 96M30120 and 96M30121.
Insulation shall be provided for all flanged connections, valves and
flowmeter shown on these drawings. Pipe support brackets shall be
fabricated as follows: Drw. 96M30046, 2 each; Drw. 96M30047, 1 each;
Drw. 96M30414, 2 each; Drw. 96M30423, 1 each. Installation of these
brackets shall be per drawings 96M30117, 96M30136, and 96M30140.
Thirty-eight pipe protection saddles shall be provided to the
contractor as GFE for installation. The protection saddles shall be
installed per drawings 96M30136, 96M30137, and 96M30140. The insulation
shall perform and be compatible with cryogenic operations down to the
approximate temperature of liquid nitrogen (LN2), minus 320 degrees
Fahrenheit. The material properties shall be compatible with Liquid
Oxygen (LOX). The insulation shall allow unobstructed movement of the
gimbal sections of the feedline. Insulation shall be installed so as to
prevent formation of frost, liquid air, or ice on the feedlines.
Insulation for components and flanged connections shall be easily
removed and installed. The foam used for insulation shall have a
density of less than or equal to 0.54 pounds per cubic foot. The
natural environment shall be as follows: 1) Ambient temperature of 0 to
12 degrees Fahrenheit; 2) 1.0 atmosphere of external pressure; and 3)
0 to 100% relative humidity. For copies of the above drawings, contact

be delivered to MSFC within 3 week after receipt by vendor. This
procurement is being conducted under the Simplified Acquisition
Procedures (SAP). NASA/MSFC intends to purchase the items from AVICA,
San Fernando, CA; this sole source will be based on a proprietary
insulation process. AVICA currently has the contract for Low Cost Boost
Technology Project Feed System Piping Assemblies on which the
insulation will be installed. The Government intends to acquire a
commercial item using FAR Part 12. Any referenced notes can be viewed

Interested firms have 15 days from the publication of this synopsis to
submit in writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after the
15 days or without the required information will be considered
nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Oral communications
arenot acceptable in response to this notice. All responsible sources
may submit an offer which shall be considered by the agency. An
