Yankle Tel: 410-965-9591 The Social Security Administration (SSA) intends to negotiate on other than a full and open competition basis with Virginia Commonwealth University (VCU) for additional enhancements to an existing prototype software application called WorkWORLD developed exclusively for SSA as a software decision support tool useful in looking at alternative work incentive features of SSA's disability programs. These additional enhancements will make WorkWORLD user friendly and protect it from being inadvertently damaged by users, potentially resulting in damaged formulas. The software will create comparisons to generate graphs, text, and tables and use related emerging technologies to accommodate persons with disabilities and diverse learning styles to show the effect of work on the individual's net income. Specifically, VCU will be developing a prototypical system with additional enhancements to WorkWORLD to make it more user friendly in anticipation of further field testing. These changes involve a front-end user interface and writing the WorkWORLD software to run as a stand alone package. And, VCU will perform analyses of potential changes in the law during the contract period. SSA has royalty-free, nonexclusive, and irrevocable rights to the WorkWORLD software, and VCU is the only known responsible source capable of satisfying the Government's requirement. Respondents should refer to VCU98MY and include with their information a cost estimate for implementation. This is not a request for proposals. The Government does not intend to pay for any information provided and will not acknowledge receipt of any information received. If after 15 days of this notice, no viable responses have been received, SSA shall issue the award to VCU. (0330)
