F09603-98-R-21140 will solicit an automated capability to integrate,
install, test, and operate an automated painting system consisting of
robotic manipulator (s), paint mixing system, and paint dispensing
system to apply the necessary protective coatings to F-15 A-E Model
aircraft with a minimum of manual intervention. The system will be used
to apply military specification primer/paint coating systems in
multiple schemes to various F-15 aircraft. The contractor will be
required to integrate and operate their automated painting system in an
existing USAF facility constructed to meet Class I, Division I,
explosion-proof requirements of the National Electric Code. The
approximate issue/response date will be 05 Jan 98. No telephone

requestor are acceptable. All responsible sources solicited may submit
a bid, proposal, or quotation which shall be considered. All potential

are not resolved through established channels. The purpose of the
Ombudsman is not to diminish the authority of the program director or
contracting officer, but to communicate serious contractor concerns,
issues, disagreements, and recommendations to the appropriate
government personnel. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
