Printing is seeking sources capable of supplying green intaglio ink
that is transparent in the infrared spectrum of light and can be used
for printing U.S. currency on intaglio printing presses. Anticipated
contract award date is May 1, 1998. On August 14, 1997, BEP conducted
a market research effort aimed at identifying interested and capable
sources. Because of BEP's agressive award schedule, all interested
sources were invited to submit material samples for initial testing,
including color matching to BEP's existing intaglio green ink
formulation. The color testing has been completed and BEP expects that
there will be several suppliers capable of supplying the type of ink
required. The purpose of this synopsis is to announce the release of
the commercial item solicitaiton on or before December 24, 1997.
Interested Offerors must be able to submit their offers, including
material safety data sheets and four (4) 55-gallon drums of material
sample by January 30, 1998. The material samples will then be subject
to a rigorous technical evaluation, first in the laboratory and then on
press. All Offerors' samples will be required to satisfactorily color
match to BEP's existing intaglio green ink formulation prior to testing
on press. To facilitate this, BEP will make available color match
draw-downs to those potential Offerors requesting them. These drawdowns
must be returned to the BEP not later than the date for submission of
offers. Samples that fail the color match test will be rejected and the
corresponding offer shall receive no further consideration. BEP
anticipates awarding an indefinite delivery, indefininte quantity type
contract comprised of a base year and one twelve (12) month option.
The resulting conract will provide for BEP's requirements for both its
Washington, D.C. and Ft. Worth, Texas plants. Total base year
requirements are as follows: 193,800 lbs. (estimated), 50,388 lbs.
(minimum), and 251,940 lbs. (maximum). Total option year requirements
are as follows: 519,000 lbs. (estimated), 134,940 lbs. (minimum), and
674,700 lbs. (maximum). The solicitation will be available in hardcopy
to all interested Offerors, and can be downloaded at the BEP
procurement webpage at http://www.treas.gov/bep/proc. Interested
