Services Administration (GSA), Federal Telecommunications Service
(FTS), Office of Information Security (OIS), intends to procure
commercially available notebook computers and accessories, from the
lowest priced technically acceptable offer(s) with other factors
considered for the items defined herein and under the terms described.
The following commercial items of materials and equipment are required
on a Brand Name or Equal basis. This is a COMBINED SYNOPSIS and
SOLICITATION for commercial items prepared in accordance with the
format at FAR Subpart 12.6, as supplemented with additional information
included in this notice. The provisions at FAR Part 52.212-1,
Instructions to Offerors -- Commercial Items, applies to this
acquisition. There are no addenda referred to in this solicitation.
THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; proposals are
being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. This is
GSA, FTS, OIS solicitation, number TIB-A98004 and is issued as a
REQUEST FOR PROPOSAL. The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-01. This solicitation is being conducted as a small
business set aside. SIC code 7373, Computer Integrated Systems Design
and Business size standard, $18-million apply. Quote price and price
extension for each major and optional items and quantity in your
response. NO FURTHER SOLICITATION WILL BE ISSUED. A single order for a
total of 34 notebook computer systems is contemplated. Award will be
best value based for a state-of-the-art, self-contained, impact
resistant, ergonomically suited, notebook computer configuration
consisting substantially of the following minimums: TFT Active 13.3"
XGA 1024x768 screen configuration. Intel Pentium 200MHz MMX CPU. MMX
enabled motherboard. Audio, wavetable memory and built in microphone
and speakers. Video Port Card and Bus Support. An A4 size Keyboard.
Integrated Track Pad Pointing Device. Unit shall also be capable to use
external mouse that disables track pad. However, no extra mouse or its
software is identified here. Offer must so identify any external mouse
restrictions or brand and type that is compatible with intended
operation. EDO RAM, 32MB on motherboard, expandable to 128MB EDO RAM.
L1 & L2 Write-back cache. 512K Pipeline-Burst SRAM Cache. Four-MB Video
EDO RAM, 64-bit VGA controller on a PCI LB Architecture and CRT support
for up to 1280x1024, 16-million colors. Simultaneous CRT & LCD
Operation. Flash, Plug and Play BIOS. Built-in CD-ROM drive, minimum
speed 16X. One 3.5" 1.44MB Floppy Disk Drive (FDD). Built-in CD-ROM and
FDD must be operable at the same time. Removable FDD to facilitate
extra battery or extra HDD. One each 2.0 GB or larger-when-formatted,
removable PCI Local Bus, 2.5", IDE Interface Hard Disk Drive (HDD). Two
each AC/DC Adapter, Batter-Charger Units of type "Full range
auto-switching 100-240V AC Adapter." Car cigarette lighter adapter. Two
NiMH Batteries 40 Watt capacity minimum. Option for Two Li-Ion
Batteries showing price difference for substitution with NiMH
batteries. Interfacing shall also include Wireless IrDA 1.1 compliant
support for 4-MB FIR. Two-USB Ports. One 16C550 Compatible Serial Port.
One-ECP-EPP supported parallel port. External Keyboard Port. MIDI Port.
Line-in, Line-out, and Microphone audio jacks. A 168-pin Port
Replicator connector. CPU and Global Stand-by modes and suspend to
HDD/DRAM power management capability. Not more that 13" (w) x 10.5" (D)
x 2.5" (H). Not more than 10.0 Pounds as configured. Owners' Manual and
Carrying bag with shoulder strap and handle. Note: The AC/DC Adapter
must charge the battery when the computer is turned off. If this is not
the case and option price for two-each separate battery charges shall
be included in the offer. All chipsets, BIOS, screen, and Drive
manufacturers shall be identified. Type III PCMCIA Slot (for Two Type
II or one Type III PCMCIA device. A single PCMCIA Combo Card with
Ethernet 10-BaseT and BNC connector and 33.6KB data and14.4KB fax
modem. Provide modem and fax modes supported by your offered device.
Provided a detailed breakdown and specification of the offered system.
Microsoft Windows95 on CD-ROM (no docs. version). Warranty is to be
stated in terms of Mail-in Warranty. Describer warranty terms offered
for a minimum period of a one-year term parts and labor. All Materials
are required to be shipped within 7-10 days After Receipt of Order
(ARO). Winning offeror shall agree to ship all items to our intended
APO AE postal address through US Postal Service. An APO AE Address
defines an overseas location for the US Postal Service. A certificate
of conformance is required to be provided to the Contracting Officer
per FAR Part. 52.246-15. Notice and proof of shipment is required.
Copies of signed postal receipts will suffice for this purpose. All
items shall be quoted on an FOB-Destination basis. The award resulting
from this solicitation shall be to the responsible offeror whose offer
conforms to the solicitation and which is most advantageous to the
Government, price and other factors considered in evaluation. An
evaluation of each offer will be conducted in order to verify technical
compliance to at least the minimum stated requirements on a best
overall value to government basis. Quality, price, past performance,
and the offered delivery schedule will also be considered. Offerors are
to provide copies of their Representations and Certifications --
Commercial Items, with each offer per FAR Part 52.212-3. The Clause at
52.212-4, Contract Terms and Conditions -- Commercial Items, applies
to this acquisition and without addenda. The clause at 52.212-5,
Contract Terms and Conditions Required to Implement Statutes Or
Executive Orders -- Commercial Items, applies to this acquisition as do
the following clauses incorporated by reference: 52.233-3 Protest After
Award (31 USC 3553 and 40 USC 759), and the contractor agrees to comply
with the following additional clauses: Partial Shipment and Partial
Payments are not authorized. 52.246-2 Inspection of Supplies -- Fixed
Price (AUG 1996) applies. The Government reserves the right to make
award on receipt of initial offers resulting solely from this notice
