Simplified Acquisition procedures, a sole source from DaCar,
Whitinsville, MA, to support the center in two areas, the Air Mobility
Command (AMC) and the United Kingdom, Ministry of Defense (UK MOD).
The Center is seeking assistance to evaluate logistics requirements to
plan, facilitate, validate, and improve upon functional Air Force
systems, and evaluate UK MOD interface aircraft engine maintenance data
on-board aircraft technology in order to improve the acquisition,
transmission, display, and fault diagnostics data. Specific tasks
required are, but are not limited to: (1) Information Sharing System --
The "Broker" system which enables multiple AMC logistics systems to
share information via a single point of entry (2) Development of an AMC
Logistics Database (3) Development of an Interactive Web Based System
(4) Engine Study (5) Technology Evaluation (6) Evaluation of MADAR
technology (7) MOD Database Development -- an automated acquisition
system using an SQL database which is Intranet based, has the
capability to interface with queries on the Intranet to an existing MOD
passenger database and (8) Logistics Studies. Small Business firms
classified under SIC Code 7373 interested in proposing on this
requirement must demonstrate in writing no later than 15 days from the
date of publication, that: (1) Their company has had some involvement
with the AMC and the UK MOD; and (2) Are familiar with the "Broker"
system, which is the development of a repository for extended neutral
data formats and a comprehensive plan for AMC systems architecture.
Small Business firms will be required to submit documentation in
support of the above for evaluation prior to receiving a solicitation.
No telephone requests will be accepted -- only written requests for
this solicitation will be accepted -- however, we will accept requests
via facsimile, at 617/494-3649, ATTN: Karen Marino, DTS-853. The
solicitation and any document related to this procurement will be
available onthe Internet, these documents will be available on a WWW
server which may be accessed using Web browsers. The WWW address, or

receive electronic notification of the solicitation's posting and
availability for downloading may register at the Volpe Center site.
Contractors are warned that when they register to receive
solicitations, amendments and other notices, the responsibility for
providing the Government with an accurate and complete e-mail address
lies with the contractor. The Government will make no additional
efforts to deliver information when the system indicates that
transmissions cannot be delivered to the e-mail address provided.

women-owned and disadvantaged business enterprises to acquire
short-term working capital assistance for transportation-related
contracts. Loans are available under the DOT Short Term Lending Program
(STLP) at prime interest rates to provide accounts receivable
