R -- REAL ESTATE CONSULTING SERVICES FOR THE DEPARTMENT OF TRANSPORTATION HEADQUARTERS PROJECT DUE 123097 POC Elizabeth M. Vitale,202-708-6088 The General Services Administration (GSA), in partnership with the Department of Transportation (DOT), is interested in contracting with a qualified firm to provide real estate consulting services related to the Federal government's pending procurement of approximately 1.1 million occupiable square feet of lease space in the Central Employment Area of Washington, DC.The professional services to be provided under this contract include but are not limited to the following:(1)Strategic Analysis;(2)Process Management;(3)Financial Analysis;(4)Cost Estimating;(5)Developer/Site Negotiations;(6)Requirements Development;(7)Solicitation Development;(8)Lease Negotiations;(9)Offer Analysis;(10)Post-Award Administrative Coordination and Review;and(11)Congressional Liaison.It is anticipated that the contract will not exceed five years.Interested firms must demonstrate their familiarity with the DOT Headquarters program of requirements and experience in working cooperatively with Federal agencies(including GSA, DOT and the Office of Management and Budget), the District of Columbia government and local civic and business groups, the National Capital Planning Commission, the Commission on Fine Arts, and applicable GSA Congressional oversight Committees and staff.Interested firms must also demonstrate experience in the development of major (greater than 500,000 occupiable square feet) office projects, preferably for occupancy by the Federal government;familiarity with Federal procurement law, regulations, and budgetary scoring rules; and experience in developing and coordinating interdisciplinary project teams to satisfy large and complex tenant requirements.It is the GSA/DOT's belief that the required services are available from only one source.Concerns having the ability to furnish the services described above are requested to give written notification to the acquiring office by December 30, 1997.This is not a formal solicitation.However, concerns that respond must furnish detailed data concerning their capabilities to provide the subject services and may request a copy of the solicitation should it become available.
