70 -- PERSONAL PROPERTY MANAGEMENT OR INVENTORY CONTROL SOFTWARE DUE 011098 POC Contact Point, Ms. Penny Hong, Overseas Management Support Division, Office of Administrative Services, USAID, Tel: 202-712-5017 USAID seeks sources for a personal property management/inventory control software application. The application will be deployed at approximately 50 locations worldwide. The software must: 1) use a client-server architecture; 2) use a Relational DataBase Management System (RDBMS) that is FIPS compliant; 3) run under WINDOWS 95 and WINDOWS NT; 4) provide application software that is graphically based with an intuitive interface; and 5)use TCP/IP communications protocol. The software must be "table driven"; provide the ability to enforce the creation and use of values from look-up tables; and be certified as Year 2000 compliant. Features should include a robust custom report generation capability, customizable data fields and labels, the ability to value items in multiple currencies, calculate depreciation, and have data import/export features. The software must support the ability to create user defined fields to permit categorization of assets by: object class, resource category, organization, and location, and assign multiple "roles" (custodian, accountable property officer, etc.) to a single property item. The software must use bar code reader technology to support both data collection (receiving items from the reader) and performance of physical inventories (sending items to the reader). Security features, controlled by a system administrator, shall include: 1) user access rights (system, fields, tables, etc.) and passwords, 2) access to look-up tables for updating, viewing, or exporting data, 3) authorization to upload/download data to a bar code reader, 4) authorization to import/export data, and access to data backup and recovery utilities. Vendors must be prepared to provide full support to USAID, including: customizing of the application (design and programming), database design and development, and maintenance support.
