the late 1980's, the United States Department of Agriculture acquired
perpetual licenses to use SAS software installed on SAS mainframe
computers in Kansas City, MO. The USDA intends to contract with SAS to
continue technical support for the SAS proprietary software. The
period of performance including all optional periods will be a maximum
of ninety-six (96) months. USDA has perpetual licenses for the
following SAS products: BASE SAS; SAS/AF; SAS/ACCESS INTERFACE TO DB2;
SAS/DMI; SAS/ETS; SAS/FSP; SAS/GRAPH; SAS/IML; SAS/OR;
SAS/REPLAY-CICS; SAS/SHARE; SAS/C; SYSTEM 2000; MULTI-USER; SAS/STAT;
SAS/CONNECT; SAS/TUTOR (INCLUDING CBT101 THROUGH CBT106); SAS/EIS;
SAS/ASSIST; SAS/ACCESS INTERFACE TO ORACLE The only known source
currently providing technical support for the aforementioned software,
including modification of the source code, as necessary, is SAS;
however, interested parties who can demonstrate their capability and
experience in providing these services for the listed products may
submit documentation which demonstrates those capabilities.
Alternatives including the same type of support for products other than
those shown in the list above is not within the scope of this request
for sources and will not be considered. Alternative products (products
other than those shown in the list above) will not be acquired and
will also not be considered. Any documentation provided must include
information showing the potential offeror's past experience in
supporting the aforementioned software as well as pricing. Pricing for
these products will be based on mainframe capacity on which the
software is installed as measured in MIPS (Millions of
Instructions/Second). This is NOT a Request For Proposals. NO
solicitation document exists. Requests for copies of a solicitation
will not be acknowledged. Written responses are due no later than March
