(Customs) desires the utilization of a Contractor(s) to perform
automated renovations of Common Business Oriented Language (COBOL)
computer source code both CICS on-line and batch to be Year 2000
compliant. The Contractor must be able to take Customs COBOL code in an
EBCDIC format and renovate it so that it can be reviewed and tested
prior to being migrated into a production environment. The Customs
Service utilizes an IBM mainframe environment with the database tables
across different MultiUser Facilities (MUF). This particular type of
database table linking is referred to as "Star Link". Because of the
interdependencies created within the Star Link, there is a need to
create "bridge programs" for intermediate processing. the Contractor
must be able to build bridge programs that could account for the Star
Links in the COBOL source code, and thus resolve the interdependencies
between the MUF's. Because of the sophistication involved, Customs
desires a Proof-of-Concept or demonstration of the automated process
prior to the start of actual work on the project to ensure success.
Customs has 21 million lines of COBOL code, of which up to one half
must be renovated to be Year 2000 compliant by automated processes. The
actual amount of code to be renovated via automated process depends
upon the success of the contractual relationship. The Contractor must
be able to renovate COBOL code via an automated process due to the size
and time requirements necessary to complete Year 2000 work by May 31,
1998 for Customs mission critical applications. All personnel assigned
to the project are required to either have a current Customs security
clearance or be prepared to submit the necessary security papaperwork
for background investigation prior to the start of work on the
project. Access to sensitive but unclassified information will be
required for this project. The offeror should provide as part of its
submission descriptive technical literature, a brief technical proposal
describing the service, past performance information, commercial
pricelists, pricing information, etc. This announcement is not a formal
