The Defense Supply Service-Washington, Washington, DC, intents to contract on a sole source basis with BDM, 9055 Guilford Road, Columbia, MD 21046, for the acquisition of Cybershield, a commercial-off-the-shelf interface device which meets DoD security requirements to allow the Joint Staff access to the Secret Internet Protocol (IP) Router Network (SIPRNET) from a higher classification network using Word Wide Web (WWW) set of protocols. This requirement includes all hardware, software, maintenance and training required to provide that capability for one (1) year, with delivery by 15 March 1998. The Cybershield Web Guard must provide secure proxy service to HTTP protocol requests to browse, search, and retrieve web pages on a lower classification network while denying access to a high-side network to users of the low-side network. The device must filter out certain types of executable code, viruses, and illegal requests as configured by the Joint Staff to preclude intentional and unintentional data attacks. This synopsis is a Notice of Intent and should not be considered an RFP. No solicitation document exists. Requests for such will be considered nonresponsive and will not be honored or acknowledged. Any written responses received within five (5) days of publication of this notice, to include technical data sufficient to determine capability to meet the requirement as well as pricing, will be considered by the Government. A determination by the Government not to open the requirement to competition based upon any responses to this notice is solely within the discretion of the Government. Information received as a result of this Notice of Intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
