D -- TO PROCURE VOICE AND DATA CELLULAR SERVICE FOR THE FEDERAL TRAVELER THAT ARE MADE FROM OR RECEIVED ON ANY GTE AIRFONE EQUIPPED COMMERCIAL AIRCRAFT, US REGISTERED AIRCRAFT, WHILE TRAVELING OVER THE GTE AIRFONE NORTH AMERICAN TERRESTRIAL NETWORK (NATS), US-CANADA, EXCLUDING MEXICO!! SOL TQNHBC97-0002!! DUE 122997 POC Contracting Officer, H. Buckley Cording, 703-904-2955!! This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number TQNHBC97-0002 issued as a request for proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-02. GSA intends to award a base year contract, with five one year options. GSA intends to procure GTE Airfone cellular service for the Federal Traveler utilizing the official Government Travel Card (currently American Express), cellular voice and data service from or received on any GTE Airfone equipped commercial aircraft, US registered aircraft, while traveling over the GTE Airfone North American Terrestrial Network (NATS), US-Canada, excluding Mexico. This acquisition will allow the Federal Government Traveler who utilizes GTE Airfone cellular service to participate in GTE's Corporate Volume Discount Program which offers a 10-50% discount based on actual call volume usage of Airfone services (voice, data & fax). GTE shall provide GSA, a copy of the American Express billing report outlining the monthly and cumulative dollar amount of business generated from this contract. GSA shall receive a 1% rebate of the revenue generated paid to: GSA (TOC), 7980 Boeing Court, 3rd Floor, Vienna, VA 22182-3988. GSA intends to sign a modified GTE Airfone Corporate Program Enrollment Agreement utilizing the Corporate Program's terms and conditions as well as the following applicable FAR clauses: FAR 52.212-1 Instructions to Offerors -- Commercial Items (JUN 1997), 52.212-3, Offeror Representations and Certifications -- Commercial Items (JAN l997), 52.212-4 Contract Terms and Conditions -- Commercial Items (MAY l997), 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (AUG l996), 52.217-9 Option to Extend the Term of the Contract (MAR l989). GTE Airfone shall provide a completed copy of 52.212-3 Offeror Representations and Certifications -- Commercial Items, with it's offer. GTE Airfone shall provide GSA a certification that 1% of the revenue generated by this agreement, as well as the 1% revenue generated, shall be rebated quarterly, to GSA (TOC) 7980 Boeing Court, Vienna, VA, 22182-3988.
