The project includes but is not limited to the following: Construction consists of alterations and renovations to the 65,000 SF commissary (grocery store) facility at Holloman AFB NM, located near Alamogordo. The work includes replacing store display fixtures, refrigerated display cases and back room refrigeration systems. The interior of the store is to be extensively remodeled, creating additional sales space from existing warehouse space, replacing interior finishes, lighting, sinage, and decor in the sales area,rewiring portions of the electrical system, and replacing the existing administrative offices and utility spaces with new. The air conditioning systems are to be replaced, and a desiccant dehumidifier added. The existing fire protection sprinkler and alarm systems, telephone system, and PA/background music system will be altered tosuit the new work. Exterior work includes repairing and replacing the existing roof, enclosing loading docks, and building a new employees parking lot. Removal and disposal of asbestos-containing material is required in certain areas of floor finish and of roofing. The magnitude of construction is between $1 million and $5 million. This solicitation will use the guidelines of the Two Step Sealed Bidding, FAR 14.5. All responsible and interested parties will be required to provide a technical proposal in Step One of this process. The technical proposal will be used to determine which contractors are technically acceptable to proceed to Step Two, which will be providing a bid based on the Government's drawings and specifications. Technically acceptable status will be based on contractors meeting or exceeding the following criteria: Experience and Past Performance, Construction Management Ability and Qualification of Key Personnel. Each of the criteria has equal value. Award will be made to the responsible, technically acceptable contractor which provides the lowest bid.
