combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR 12.6 as supplemented, with additional
information included in this notice. This requirement is being
processed in accordance with FAR 12. This announcement constitutes the
only solicitation to be provided. A written solicitation will not be
issued and any requests for a solicitation package will not be
acknowledged. This synopsis will serve as a Request for Quotations
(RFQ) PBGC-98-RQ-0125 which seeks written proposals for the type of
maintenance outlined herein. The SIC Code applicable to this
requirement is 7378 and the dollar threshold is $18.0M. Proposals will
be accepted until 2:00pm. EST on December 23, 1997. This synopsis and
incorporated provisions/ clauses are those in effect through Federal
Acquisition Circular 97-02. This acquisition will be processed using
the Simplified Acquisition Procedures. Proposals received in response
to this notice will be considered for award to the responsible offeror
submitting the lowest overall cost to the Government. Questions
relating to this notice shall be submitted in writing no later than
December 18, 1997 and sent via facsimile (202) 326-4162. Answers will
be provided via the Commerce Business Daily (CBD). The following
provisions/clauses are applicable to this solicitation: FAR 52.212-1,
Instruction to Offeror's Commercial (Oct 1995), 52.212-3, Offeror
Representation and Certifications -- Commercial Items (Mar 1996),
52.212-4, Contract Terms and Conditions -- Commercial Items (Oct 1995)
and 52.212-5 Commercial Terms and Conditions Required to Implement
Statutes or Executive Orders -- Commercial Item (Aug 1996). A completed
copy of provision 52.212-3 shall be submitted with proposal to be
considered for award. Copies of the above provisions/clauses are

326-4162. The following is the statement of work for this Software
Maintenance. The contractor shall provide phone support and software
upgrades for the period of January 1, 1998 through December 31, 1999.
Specifically the contractor shall provide phone support Monday through
Friday, 8:00am to 5:00pm, local standard time, excluding Government
Holidays. The contractor shall provide guaranteed response time of two
hours for Priority 1 type service calls, four hours for Priority 2 and
eight hours for Priority 3. Priority 1 service calls are those that are
required when the system is totally down, Priority 2 service calls are
those that are required when the outage affects production or is
slowing processing and Priority 3 service calls are those that are
required when the outage or software malfunction does not have a direct
impact on production processing. Response is defined as initial
telephone contact back to the caller, remote dial-in or arrival
on-site. The contractor shall provide all client/server software
updates and upgrades, providing all major, minor and maintenance
releases as they become available. The contractor shall provideremote
technical support to PBGC for upgrading to a new release during normal
support hours coverage. The contractor shall provide electronic
support to include access to contractor FTP server for file transfers
and downloading of common fix files. The software to be maintained is
installed at Washington, DC and other field locations. All trouble
calls will be placed from and new releases of software will be
distributed from the Washington, DC location. The software installed is

System Services, PN 500001 (4 each), Workflo Print, Ricoh LP-M20, PN

Workflo Scan Midrange Volume, PN 500225 (1 each), Workflo Scan High
Volume, PN 500227 (1 each), Distributed Services Support, PN 500287 (1
each), Image Management Services Add-on (SLU), PN 500391 (192 each),
Software Driver OSAR-88M/144M, PN 500419 (1 each), Software Driver,
Standalone Optical Disk Unit, PN 500420 (2 each), Visual
WorkfloComposer, PN 500480 (1 each), Visual Workflo Performer, PN
500481 (500each), Visual Workflo Conductor, PN 500482 (4 each),

period identified above the contractor shall propose four (4) one-year
option periods for the continued maintenance of the identified
software. The support necessary for this operation is a level that is
defined as the "Silver Support Plan" that is provided by FileNet.
