commercial items prepared in accordance with the format in Federal
Acquisition Regulation (FAR) Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. Solicitation No. R1-98-01 is
issued as a Request for Proposals. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular (FAC) 97-02. This solicitation is unrestricted.
The standard industrial code (SIC) for this procurement is 3499,
Fabricated Metal Products, Not Elseware Classified. The Small Business
Size Standard is 500 employees. Item descriptions and quantities are
as follows: Line Item 01 -- Padlocks, equal or better than Yale 7324.
Keyed to Forest Service keyway. No Keys. 12,000 units are needed. Line
Item 02 -- Keys, FS, marked "Do Not Duplicate". Packaged 50 to a box.
3,000 units are needed. Line Item 03 -- Cylinder, equal or better than
Yale 1109. Keyed to FS keyway. 100 units are needed. Line Item 04 --
Cylinder, equal or better than Yale 1152. Keyed to FS keyway. One and
one-quarter inch size (1 1/4"). 500 units are needed. Line Item 05 --
Rimlock (deadlatch) equal or better than Yale 88 or previous Yale 042.
Complete with 1109 cylinder, keyed to FS keyway. 100 units are needed.
Items will be used nationwide by the U.S. Department of Agriculture,
Forest Service, to secure real property, such as: buildings, storage
areas, perimeter gates, forest road gates, and fuel pumps. Locks must
function in all expected weather conditions. Locks must resist
corrosion. Locks must resist tampering. All locks shall have US4 finish
(dull brass). Padlock shall have a minimum of one and one half inches
(1 1/2") and a maximum of two inches (2") vertical clearance on the
shank when lock is in the closed position. Padlock shall have a
hardened steel shackle with a pull test strength of 1500 pounds tensile
force or greater. Padlock shall be stamp marked "FS". NO keys shall be
provided with the padlock. The Forest Service Keyway is FL26525 and is
a 5 pin keyway. Padlock shall be individually wrapped with six to ten
(6-10) per box and sixty (60) padlocks per case. All boxes for all
items shall be delivered, 4,000 per delivery, at 60, 90, and 120 days
after contract award. Delivery destination for Line Item 01 is USDA
Forest Service, Regional Field Service Facility, 1615 Catlin Street,
Missoula, Montana 59801. Line Items 02-05 shall be delivered 45 days
after contract award. Delivery destination for Line Items 02-05 is USDA
Forest Service, 200 East Broadway, Missoula, Montana 59802. Invoices
shall be submitted to: USDA Forest Service, Procuremnt and Property, PO
Box 7669, Federal Building, Missoula, Montana 59807. Offeror shall
submit five (5) padlocks for product testing. Locks shall be submitted
with the Contractor's initial proposal. Samples will be destroyed in
testing. Offeror may use readily available product literature to
provide a technical description of the products offered. The following
FAR clauses shall apply: 52.212-1, Instructions to Offerors --
Commercial Items; 52.212-2, Evaluation -- Commercial Items; 52.212-3,
Offeror Representations and Certifications -- Commercial Items. Offeror
shall include a completed copy of this provision with their proposal;
