REVISED ACQUISITION STRATEGY FOR THE GLOBAL PRIVATELY OWNED VEHICLES CONTRACT (GPC) Reference CBD Announcements of March 17, 1997 and July 8, 1997 relative to release of Draft Request For Proposal (DRFP), DAMT01-97-R-2006 for the Global Privately Owned Vehicles (POVs) Contract (GPC) to provide transportation services for the movement of POVs for U. S. military and civilian employees of the U. S. Government. Referenced DRFP was issued and posted on Military Traffic Management Command's (MTMC) website at http://mtmc.army.mil/property on April 11, 1997. A pre-solicitation conference was conducted on April 30, 1997. A summary of the pre-solicitation conference, list of industry and Government attendees, and answers to industry questions/comments were mailed and posted to the above website on June 23, 1997. U. S. Transportation Command (USTRANSCOM) and MTMC are committed to ensuring that the Department of Defense has the commercial sealift and intermodal capability necessary to meet national defense contingency requirements through support of the Voluntary Intermodal Sealift Agreement (VISA) program and the Defense Transportation System (DTS). In order to achieve the objectives of the GPC program and meet its commitment to sealift readiness, MTMC has revised its acquisition strategy. The purpose of this notice is to advise industry of the release of a letter to provide all prospective offers with MTMC's revised acquisition strategy and invite comments and questions. As set forth in the DRFP, MTMC will still award a single contract for the worldwide movement of POVs. The selected contractor for award will assume all responsibility, liability, and cost for receipt/delivery, processing, and transportation of the POV from the point where the POV is received from the customer to the destination where the POV is delivered to the customer. Under the revised strategy, the selected contractor will be required to book all ocean transportation through the DTS using MTMC Joint Traffic Management Office (JTMO) negotiated contracts for ocean carriage. The applicable contracts can be viewed at the JTMO's website at http://mtmc.army.mil/jtmo/contracts.htm. As originally briefed at the pre-solicitation conference, offerors will be evaluated on their capability, subcontracting and price. Ocean carriage costs will be based on the rates established in the JTMO contracts and applicable tariff rates. The contractor will simply bill the Government in accordance with these rates. Therefore, the evaluation of price will exclude ocean carriage costs. Your questions/comments on the revised acquisition strategy are requested. At this time, we anticipate the release of the final RFP at the end of January. A pre-proposal conference will be held following the release of the RFP. Offers will be due approximately 30 days after release of the RFP. The contract award date is projected for August 1, 1998, with contract implementation beginning October 1, 1998.
