synopsis/solicitation prepared in accordance with FAR Subpart 12.6.
This announcement consitutes only the solicitation; proposals are being
requested and a written solicitation will not be issued. This
synopsis/solicitation is being released as a Request for Quotes(RFQ)
following the FAR Simplified Acquisition Procedures. The Uniformed
Services University of the Health Sciences intends to negotiate on a
sole source basis with Dr. Virginia Saba, Ed.D.,MS,RN,FAAN,FACMI to
teach Graduate School of Nursing-Nurse Practitioner(NP) and Nurse
Anesthesia(NA) students. Dr. Saba shall teach two courses: (1) Thesis.
This course is designed to enable the nursing graduate student to
conduct the research required for the Master of Science in Nursing
Degree. (2) Nursing Theory & Research. This course examines the
multiple roles of the advanced practice nurse and analyzes the
relationships of the roles for theory and integration within
organizations, the health care arena, and various social contexts. The
professional, political, and cultural components of these roles are
presented, as well as, the legal and ethical issues inherent in
advanced practice nursing. Principles of leadership, collaboration,
management and research are integrated into the conceptualization of
the roles development for advanced practice. Contractor qualification
requirements are as follows: Possess a doctoral degree in education and
a Masters Degree in Nursing, have extensive classroom experience with
a dominate emphasis on integrating health care informatics, nursing
informatics and computer technology into a curriculum that guides
graduate students in research projects and theses undertaking.
Contractor responsibilities are as follows: prepare and deliver
lectures on health care informatics, nursing informatics and computer
technology applications in nursing and research for the NP and NA
students in the Graduate School of Nursing(GSN)(394 hours). Oversee the
preparation of GSN students' research theses by serving on thesis
committees, and provide guidance to students in computer technology
application aspects of their research(170 hours). Prepare research
proposals focusing on military nursing issues for funding(155 hours).
Provide advisement and guidance in health care informatics, nursing
informatics and computer technology applications in nursing to GSN
faculty and staff(141 hours). Serve as health care and nursing
informatics adviser on computer applications in nursing and health care
on intra- and extramural research projects(131 hours). Serve as a GSN
representative on various USUHS task forces as directed(131 hours). The
period of performance shall be from 5 January 1998 through 30 December
1998. The following criteria in accordance with FAR Clause 52.212-2,
Evaluation-Commercial Items will be used as a basis of award: (1)
Education and Training. (2) Experience with Military/Public Health
nursing policy issues. (3) Teaching/Classroom experience. (4) Nursing
experience. (5) Experience in Military and/or Public Health Medicine
and Nursing. Award will be made based on the evaluated offer determined
to best meet the Government's needs. This synopsis/solicitation
incorporates all applicable provisions and clauses in effect through
Federal Acquisition Circular 97-02. This request if FOB Destination.
