This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. Solicitation Number F2660098Q0142. This solicitation is issued as a Request for Quotation (RFQ). This procurement is 100% Small Business Set-Aside utilizing the size standard in FAR 19 under Standard Industrial Classification (SIC) Code is 7359. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-02. The provision at FAR 52.212-1 Instructions to Offerors-Commercial Items is incorporated by reference. Offerors must submit three references for previous projects showing successful work and related experience. Provision FAR 52.212-2 Evaluation -- Commercial Items is hereby incorporated by reference. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following criteria shall be used to evaluate offers: price and past performance. Past performance includes: experience with similar work, overall assessment given by submitted references, timeliness of delivery and maintenance. In order to be considered responsive, offerors must certify in writing that their quotation meets all requirements set forth in this solicitation, attachments included. Work consists of providing all labor, supplies, material, supervision, transportation, equipment, site preparation and all else necessary to provide the lease and maintenance of two (2) Office Trailers for Indian Springs Air Force Auxiliary Field (ISAFAF) located in Indian Springs Nevada. The contractor shall provide and install two trailers for interim office, classroom and lavatory space (combined total of 9360 SF). All work shall be in accordance with drawings and specifications. The contractor shall provide and install the following for each trailer: (1) a metal skirt that runs along the perimeter of each facility to extend from the bottom of the trailer to the ground (2) steps and handrails at each of the entrances (3) adequate heating, ventilation, and air conditioning (HVAC) units to support the facility (4) Knob locks on all interior doors and keyed dead bolts on all exterior doors. Each building shall be separately keyed and the government shall be provided with 15 sets of keys for each building. (5) Telephone and Local Area Network pre-wiring (6) one class ABC fire extinguisher mounted next to each exit door, emergency exit signs above each exit doorway and one smoke detector in each private office and at least two in each open area (7) the exterior of each facility shall be painted to match existing base paint scheme. The contractor shall be required to tie facility sewer, water, power phone and LAN connections to the site connections. The contractor shall provide power to the facilities via a master load center for all electrical panels on the trailer complex. Within five working days of award of the contract, the contractor shall submit drawings showing where the utility hookups need to be, as another contractor will be making utility runs to the mains. The contractor shall not be responsible for bringing the utility connections to the site. The delivery date is no later than 1 Feb 98. The lease period of performance will be one (1) basic year beginning 1 Feb 98 through 30 Sep 98 with one (1) twelve (12) month option year and four (4) three (3) month option quarters.
