The Institute for Telecommunication Sciences (ITS) at the National Telecommunications and Information Administration (NTIA) in Boulder, CO requires a digital video tape recorder (VTR) for its video and audio quality measurement programs. This VTR is necessary to record and playback, on removable tape media, uncompressed 8 or 10 bit 4:2:2 component digital video (ITU-R Recommendation BT.601) bit-steams at speeds from 270 Mbits/sec to 360 Mbits/sec. Full uncompressed recording is necessary to achieve the very highest quality required by the video and audio measurement programs. The digital VTR must meet all of the following specifications: 1. At least one serial digital video input and output channel with embedded audio that conforms to SMPTE 259M / SMPTE 272M specifications. This signal must be recorded and played back in real-time from uncompressed tape storage formats that record at least 8 bits of accuracy (270 Mbits/sec), but preferably 10 bits of accuracy (360 Mbits/sec) for each luminance and chrominance video component. 2. At least one parallel digital video input and output channel with embedded audio that conforms to SMPTE 125M specifications, this signal must be recorded and played back in real-time from uncompressed tape storage formats that record at least 8 bits of accuracy (270 Mbits/sec), but referably 10 bits of accuracy (360 Mbits/sec) for each luminance and chrominance video component. 3. At least 4 input and output channels of AES/EBU digital audio (20 bits of accuracy) to be recorded and played back in real time. 4. At least 90 minutes of recording time per removable standard sized tape cassettes (either 1 inch or 19 mm tape cassettes are acceptable). 5. Dynamic tracking for noise free playback at variable speeds from -1 to +2 times normal speed with variable/jog wheel. 6. Full editing capability assemble, insert, pre-read, audio split, timecode) to 0 frame accuracy using RS-422 interface conforming to Sony and SMPTE editing protocols and separate SMPTE timecode input and output channels. 7. An option must be available for at least one video analog component (Y, PB, PR) input and output channel, digitally sampled and output in accordance with ITU-R Recommendation BT.601. 8. Shall include at least one year manufacturer's warranty, parts and labor. 9. Some high definition television (HDTV) expansion capability should be available as an option to add at a later date. There is no formal RFQ. Award decision will be based upon the best value to the Government, with technical merit as well as price being used to evaluate offers. As the technical merit becomes more equal, price becomes a greater factor. Procurements under Simplified Acquisition Procedures ($100,000 or less) are set-aside for small businesses unless small businesses cannot meet the need at a reasonable price.
