synopsis supersede the synopsis published in the CBD on September 16,
1997. The Internal Revenue Service (IRS) intends to issue a Request for
Proposal (RFP), TIRNO9800011 formally TIRNO97R00073, on or about
January 16, 1998, for assistance in acquiring risk and credit
management techniques for managing its accounts receivable inventories.
A Firm Fixed price 9 months contract is anticipated. Interested parties
who have previously requested a copy of RFP TIRNO97R00073 do not need
to request a copy of TIRNO9800011. All response must be in writing, no
telephone inquires will be accepted. The general requirements of the
project are: (1)determine if commercial credit management strategies
can be productively applied to IRS accounts receivable activities; (2)
determine whether commercial credit management software can be
integrated with IRS processing and collection systems; (3) provide a
report stating the actions necessary to make use of commercial credit
management strategies and software in IRS accounts receivable
processes; (4) provide two presentations on the recommended strategy to
improve IRS accounts receivable activities to IRS Executives and IRS
technical staff; and (5) provide technical support and clarification of
strategies and recommendations made in the final report. Those parties
interested in receiving FRS TIRNO-98-R-00011 may obtain it
electronically via modem from IRS Procurement Bulletin Board (P/BBS)
which may be reached at (202) 799-0943. The BBS protocol line
requirements are: IRS Procurement BBS; no parity; 8 data bits; 1 stop
bit; 9600 baud. The system will prompt for your name, business name and
address, the kind of system being used, a user ID and a password of
your choice. At the Main Systems Menu, type L and press the ENTER key
Type S to select a library and press ENTER. Type RFP and press ENTER.
Type F and press ENTER to review a list of files. To down load a file,
enter D (IRS&DEPT.EXE) (ZMODEM) and press ENTER.
(NOTE:IRS&CREDIT.DEPT.EXE is the filename for the credit management
RFP) To exit the BBS and/or any menu, type X. This BBS operates 24
hours per day, 7 days a week and American National Standards Institute
(ANSI) terminal emulation is recommended. A copy of the RFP may be
furnished via INTERNET transmission by submitting a request to
michelle.lane@ccmail.irs.gov, and providing the complete, accurate
INTERNET address of the company. If interested parties do not have the
capabilities to access the IRS/BBS or receive INTERNET transmissions,
they can obtain a hard copy by submitting a written request via
facsimile to Michelle A. Lane, Contract Specialist, at 202-283-1533 or
by writing to the above listed address. Copies of the RFP will not be
provided in more than one medium. In order to minimize reproduction
costs, electronic transmissions are preferred. The IRS takes no
responsibility for undeliverable mail (electronic or postal). This will
be an unrestricted acquisition. The Standard Industrial Classification
Codeis 8742 and the small business size is $5 million dollars of
average receipts. Note: The date for proposal in this notice is
estimated. The actual submission date for proposal will be specific in
