February 10, 1998 The OSRI announces a competition for Graduate level
Fellowships Appointments of one to two years duration will be made for
individuals to study in the area of prevention and response to Arctic
and subarctic oil spills. This includes a wide range of technological
and ecological subjects that fall within the two primary purposes of
the OSRI: (1) to identify and develop the best available techniques,
equipment and materials to reduce the risk of an oil spill and the risk
of damage in the Arctic and subarctic marine environment; and, (2) to
document, assess and understand the long-range impacts of oil spills on
the Arctic or subarctic natural resources, and on the economy and
well-being of the people dependent on these resources. One area of
intense interest is the development of nowcast/forecast tools to
determine the physical and biological conditions that might contribute
to a reduction in the risk and costs associated with oil spills. OSRI
encourages graduate students, researchers interested in post-
doctoral, pre-doctoral and pre-masters graduate research in remote
sensing, software development, numerical modeling, and any other topics
related to OSRI's mission to apply. Professors dedicated to research
consistent with OSRI's mission statement and goals who need a graduate
student to assist their work are also encouraged to apply. Grants will
be considered for part-time and summer study. Grant awards will have a
duration of up to one year with an option to renew. Awards will be in
the range of $24,000 to $36,000 depending on qualifications and
experience. Application Process Interested candidates must submit an
OSRI grant application package. This application may be obtained as a
downloadable file from the OSRI homepage (http://www.pwssc.gen.ak.us/
osri/osri.html). As part of the application package, submit a detailed
project description of 3-5 pages including summary, objectives,
methods and a time line. Attach the applicant's curriculum vitae and a
budget showing total project cost and the amount requested as an OSRI
Fellowship. The curriculum vitae must include the applicant's
educational background, work experience, awards received and a complete
list of publications. Applicants must also submit the names of three
peer reviewers. The original and three copies of proposals, including
the copy bearing the signed cover page, should be mailed to: Dr. Gary

researchers, educators and students with an educational background in
oil spill prevention and response technology are invited to submit
proposals. Awards Proposals, due by February 10, 1998 will be evaluated
by the Staff and/or a committee appointed by the OSRI and the
disposition communicated to applicants by February 27, 1998. The awards
will be made as soon as contract negotiations allow with support up to
$36,000. per year. The initial awards will be for one to two years
with continued support dependent on successful completion of proposed
project, preparation of a draft manuscript for submission to a peer
reviewed journal and pending the availability of funds. Awards made as
