(901) 544-0775 (Site Code DACW66) The Memphis District Corps of
Engineers will accept proposals for Hickman Bluff Slope Stabilization,
Hickman, Fulton County, Kentucky, Mississippi River and Tributaries --
Construction. The work consists of furnishing all plant, labor,
materials, and equipment for clearing and the disposal of debris
therefrom; excavation and placement of embankment; performing all
operations necessary for the construction of soil nail slopes with a
shotcrete facing, installation of horizontal drains and drainage
gallery, construction of reinforced soil slopes with lightweight
aggregate, and installation of multi- strand anchors and reaction beam;
turfing; and environmental protection. The estimated cost of this work
is between $5,000,000 and $10,000,000. The Government may recommend
award of a contract resulting from this solicitation to the offeror
whose offer conforming to the solicitation will be most advantageous to
the Government, price and other factors considered. Selection of a
prospective contractor will bemade by an integrated assessment of all
proposals submitted. The integrated assessment will involve a
determination by the Government of the overall merit of each offeror's
proposal. All offeror's proposals will be comprised of a technical
proposal and a cost proposal. The evaluation factors listed in
descending order of importance to be used during the evaluation of the
technical proposals are: a. Experience, b. Technical/Management
Capability, c. Past Performance, and d. Capacity to Perform Work.
Proposals will be evaluated using these non-cost factors and assigned
numerical scores. This evaluation will be accomplished without
reference to cost. Cost proposals will not be scored, but will be
evaluated for reasonableness by cost/price analysis. Cost proposals
will be reviewed for cost realism with respect to proposed technical
and management capability. Firms responding to this announcement will
be sent a Request for Proposal, RFP No. DACW66-98-R-0006. Solicitations
will be issued on or about February 10, 1998. This will be an
unrestricted procurement. To qualify as a small business concern, the
concern must have had average annual receipts for the preceeding three
fiscal years not exceeding $17.0 million. The services to be procured
under this solicitation are classified under Standard Industrial
