National Highway Traffic Safety Administration (NHTSA) intends to
negotiate with Mathews & Company for the plan and development of survey
questions for NHTSA's Information Resource Management (IRM) customers
in order to obtain a more accurate picture of our clients' most
important needs and desires and to ordain a baseline for the
establishment of performance measures that will be used to improve
execution. The contractor shall plan for developing materials and
facilitate an on-site Survey Design Workshop for up to 25 people
including IRM and internal IRM customers. The contractor shall develop,
complete drafts as necessary, and test the questions to be included in
the survey. The contractor shall receive the survey output from NHTSA
OIRM in a mutually agreed upon electronic format and process the
standard reports listed including the bench marking report. The
contractor shall analyze these reports and prepare the final report
which will be on a outline form and will include the survey's major
findings, conclusions and recommendations. The contractor shall also
provide follow-up support on an as needed basis. Expressions of
interest without sufficient detail to permit evaluation of capabilities
will not be considered. Oral expressions of interest will not be
considered. This notice of intent is not a request for competitive
quotations nor is a Request for Quotations solicitation document
currently available. A determination by the Government not to compete
this action based upon responses to this notice is solely within the
descretion of the Government. Information received will be considered
solely for the purpose of determining whether to conduct a competitive
simplified acquisition. In the absence of responses from interested
firms demonstrating their capability, NHTSA intends to request a
quotation from Mathews & Company on a noncompetitive basis for the
services described. Responses must be received by the listed procuring
office within 15 calendar days from the date of the publication of
