Fluor Daniel Fernald, Inc. (FDF), Prime Contractor for the United
States Department of Energy's (DOE's) Fernald Environmental Management
Project (FEMP), Fernald, Hamilton/Butler County, Ohio seeks
expressions of interest from qualified vendors to provide training in
Rail Operations to enable FDF to transport by rail and dispose of
processed excavated waste at an off-site disposal facility. The vendor
will provide two (2) training sessions. The first training session
will be at the vendor's facility. The purpose of this first session is
to allow FDF personnel to gain a full understanding of Rail Operations
and to aid them in developing necessary plans and procedures. The
second training session will be conducted at the FDF site and focus on
routine maintenance activities, i.e., replacing hoses, brakes and
other minor items. It is desired that the instructor(s) have three (3)
or more years of Rail Operations experience in providing expert
instructions. The vendor will familiarize itself with FDF's on-site
rail activities and infrastructure; then design a training program
specific to these activities; provide required classroom and field
instruction; provide lesson plans; provide documentation of student
pass/fail; and provide course material that can be retained by the
student. The training courses will cover, at a minimum, the following
activities: Locomotive Inspection/ Servicing; Railcar Inspection/
Servicing; Track Inspection/Maintenance; Switch Inspection/Maintenance;
Locomotive Operation; Railcar Movements-Braking, Switching,
Coupling/Uncoupling, Air Hoses, Derails; Re-Rails; Signaling; Railroad
Safety. The vendor will provide, at its training facility, the
following: Locomotive Simulator Control Stands; Freightcar Airbrake
Simulator; Operable Locomotive; Operable Railcars; Live Track; Live
Switches; Ability to perform Derails and Re-rails; Ability to perform
actual switching and track operations-inspection and servicing; and
on-site classrooms. FDF plans to use at their location either a 1950
General Electric, 80-Ton, Center Cab or a 1954 Baldwin-Lima, 60-Ton,
that was remanufactured in 1990 and 1991. All services must be in
accordance with all applicable regulatory statutes. If you have an
interest and the capability to provide this type of service, please
submit documentation of your firm's capabilities and experience in the
above areas. This announcement is NOT a Request for Proposal (RFP),
solicitation, or statement of qualifications. This announcement is a
preliminary notification to determine interest in a potential
forthcoming RFP as well as to assist in establishing a potential
offeror's list. Expressions of interest with required information must
