magibbs@cbcph.navy.mil. The NAVFAC Contract Office, NCBC Port Hueneme,
CA will issue an unrestricted competitive solicitation for purposes of
negotiating and awarding multiple firm fixed price contracts ranging
from $25,000.00 to $1,000,000.00 to develop a conceptual design,
engineering approach and supporting documentation for a Joint Modular
Lighter System (JMLS) for use by the U.S. Army and U.S. Navy. The JMLS
will permit dry cargo throughput during sea state 3 conditions.
Additionally, the system shall be fully interoperable with all Joint
Logistics Over The Shore (JLOTS) operations. JMLS will accomodate both
Roll-On/Roll-Off (RO/RO) and Lift-On/Lift-Off (LO/LO) of rolling stock
and cargo. The JMLS procurement will be separated into three distinct
phases. The Government intends to award to multiple offerors for Phase
I. Multiple proposals will be accepted from a single offereor and
multiple awards to a single offeror is possible. Source selection for
all phases will be on a best value basis. The criteria for the phase II
source selection will be provided to Phase I potential offerors prior
to the deadline for receipt of phase I proposals. Both a written
proposal addressing past performance, management approach, and price is
required along with an oral presentation on the offeror's technical
approach. The oral presentation will be made at the Seabee Logistics
Center, Pot Hueneme, CA. In the event an offeror elects to submit
multiple proposals, separate oral presentations for each proposal are
required. It is anticipated that the phase II contractor will be
awarded a separate Phase III limited production and support services
contract on a sole source basis. However, full scale production will be
competed on an unrestricted basis. Completion of phase I is required
within 180 days after award. Phase II source selection and contract
award is anticipated approximately 60 days after completion of phase I.
The SIC Code for this procurement is 3731, size standard is 1000
employees. The phase I solicitation will be posted at
<http://ceso.navy.mil&gt;. The final rule under FASA for Part 15
applies to this solicitation. Solicitation packages will be available
for direct mailing on or about January 05, 1998 and will be issued one
per company on a first come first serve basis until all supplies are
exhausted. The anticipated solicitation closing date for receipt of
written proposals is February 18, 1998 at 2:00 p.m., Pacific Standard
Time. Oral presentations are expected to begin on or about March 02,
1998. Phase I award is expected on or before April 15, 1998, but is
dependent on the number of solicitation responses received due to the
