intends to issue a competitive Request For Proposal (RFP) for a new
10-Ton Overhead Electric Traveling Crane for use at the Naval Submarine
Base in San Diego, CA. The crane shall be used for light production
work and water processing. It shall be CMAA #70 Class C, run on 480
VAC, 3-phase, 60 Hertz, operate on a crane span of 38 feet 1 7/8
inches, and be pendant controlled. A packaged hoist is not acceptable.
The RFP will also include an option for an additional crane that is
identical to the above except it has a 15-Ton capacity, operates on a
110 foot crane span, for use in the Controlled Industrial Facility at
Naval Submarine Base, New London, CT. This solicitation is Set-Aside
for Small Business. This solicitation will be issued on a disk in
MICROSOFT OFFICE 97 (WORD AND EXCEL) format. All firms responding will
be required to print and return Section K and various attachments
(EXCEL) along with their proposals. The basis for any award resulting
from the Request For Proposals shall be based on the best value to the
Government; price, technical and other factors considered, which will
be evaluated on an equal basis. The Technical and Other Factors to be
evaluated consist of: 1) Technical Approach, 2) Management Plan and 3)
Corporate Experience. All applicable Buy American and Trade Agreement
Act Clauses in FAR and DFAR will be utilized for this procurement and
shall have a direct effect on the evaluation outcome of all offer
