E-MAIL: Sang Lee, S.H.LEE@larc.nasa.gov. NASA Langley Research Center plans to issue a Request for Offer (RFO) for an Upgrade to an existing Government-Owned Powerlite Plus Laser System. This upgrade shall allow the laser to have an output energy of 2.5 Joules at 532nm in a single linear polarized 12 mm diameter beam, repetition rate of 10 Hz, pulse-width of 15ns-25ns, beam quality of less than 2 times Diffraction Limited, and linewidth (FWHM) of less than or equal to 0.003 cm-1. This upgrade shall be completed within 180 days from contract award. The downtime for the existing Government-owned Continuum Powerlite Plus laser shall not exceed 60 days. This upgrade shall be compatible with the existing Continuum Powerlite Plus laser hardware. NASA LaRC intends to purchase the upgrade from Continuum Incorporated under statutory authority of 10 U.S.C. 2304(C)(1). Several high power laser manufacturers have been contacted and none of them could provide an upgrade to the Continuum Powerlite Plus Laser System The Government intends to acquire a commercial item using FAR Part 12. An Ombudsman has been appointed. See Internet Note "B". Interested firms have 15 days from publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Firm date for receipt of offers will be stated in the RFO. All qualified responsible sources may submit an offer which shall be considered by the agency.
